Is this third party data tracking done by two separate jurisdictions legal?

In July of this past year I had engaged in a family dispute at my legal residence, left the situation to go actively look at apartments across the state (different town). Nothing illegal happened in the dispute. A relative called to inquire where I was and I refused to disclose and so was tracked, with no warrant, to where I was staying by the local police in that town. I was taken to a psych unit and declared stable there (no hospitalization) and was deemed free to go. The police in the town I was in were in communication with the local police department where I came from, verifiable through the hospital. In the town I was staying in I had done nothing but watch TV and go eat at a neighboring mall. I assure you no erratic behavior of any kind took place where I was staying therefore the only feasible way that police department were to be involved and nodded to my position would have been to actively work with the department of where I came from, across the state. The crime occurred July 4th 2019 and he was picked up by police officers at his house on October 14th 2020.. On the night of July 4th 2019 Ex-Friend and Co-defendant basically called a drug dealer to the apartments they were staying at, when he pulled up, Co-defendant got in his car and distracted him while Ex-Friend ran up to the car with a 45 pistol and demanded a backpack filled with drugs and money, Co-defendant got out of the car and after struggle, Ex-friend shot the victim 6 times and yanked the backpack out of his hands. Ex-Friend and Co-defendant went back into the apartment leaving victim deceased in car. Ex-Friend about an hour later got Co-defendant to walk back out to the car, throw victims phone into a nearby retention pond and “try to make it look like a suicide” the official charges he is facing of now, October 2nd 2021 is the following : Robbery with Firearm , Murder while engaged in Felony offense , Tamper with or Fabricate physical evidence , Murder 1st deg.

On Friday August 13th I sent my child off to school with his morning transportation driver that is provided by his school. Through an app I able to view his route and receive notifications when he arrives to school. This is the same process for his return to home. It wasn’t until he arrived home that I noticed my mentally/behaviorally challenged child was in a disturbing mood. In order to not cause a meltdown I had to give him his space and time before I could get out of him why he was in that mood. He then informed me in the morning he was in a car accident with his driver. I was shocked and right away checked him, then called his doctor. While waiting for the doctor to give me a call back if I need to have him checked I called the school to find out why I was not called. Since they did not answer I wrote them an email. It wasn’t until 6pm Friday night that I received a call informing me they were so sorry they forgot to call me…. There’s much more!
